China (Shanghai) Pilot Free Trade Zone (FTZ) has, in a letter of approval dated 10 July 2015, officially ratified TME's request for establishing a rare metal trading center in the zone.

Under the establishment plan, the Shanghai-based rare metal trading center will be forged into a trading platform of rare metals with international influence, just to make China have more say in pricing as regards rare metal trading around the world. Aimed at achieving a professional real metal trading center, TME will work together with the leading enterprises and producers of rare metals both at home and abroad. And moreover, business operation of this rare metal trading center is to be performed in accordance with the provisions of Chinese law, and under the guidance of the local regulatory authorities.
